Continent Visits with ICT Policy Conferences (From South Pole)

I must say lucky for being able to visit popular countries of two continents with policy conference within this year 2014. ICANN-50 London meeting form 21-26 Jun, 2014; as it is an apex body of internet policy making especially on domain names and numbers & CPR South -2014 (Communication Policy Research South) Conference which I am attending now at Johannesburg, South Africa.

Being lecturer of computer engineering at Tribhuvan University, ICANN-50 policy meet was really fruitful for me and it boosted me up more into my lectures and fulfill the requirements of syllabus to achieve university degree for my students. Additionally I am a master’s student of Tribhuvan University: Masters of Public Administration (MPA).  While I studied public policy subject in my MPA degree, it influenced me towards ICT policy which is the concern of public and a part of public policy. My job while I was an Asst. Director at Nepal Telecommunications Authority (NTA) also catalyzed me towards the value of policy formulation and its importance for the country.  I have decided to continue study towards policy formulation, implementation, public policy impacts and many more in my dissertation period of MPA degree.

When I completed my short term research on “Tele-Center impact on rural Nepal” I have further decided to have research on “ICT in the rural Nepal: Prospects and Problems” which has major research question as “what are the major challenges of increasing ICT accessibilities in the rural Nepal”.  I expect this conference would be highly fruitful not only of ICT policy making but also about how to carry out proper research in the sectors.

ICT and the Rural Nepal

“Baburam ji, lets incorporate an idea, write an article/paper and recommend the government to implement this idea…”, Kailash Prasad Neupane, Deputy Director (Legal), just gave me attention from my nearby cabin at Nepal Telecommunications Authority, while I was still at NTA acting as an Asst. Director. During the moment, when I already informed NTA to switch my job.

“Sure Kailash sir, let me know what to incorporate in our paper/article that shall knock our government.”   I replied.

Nepal Telecom has already lunched WiMAX services throughout the country. Before this the ADSL services were reached to all VDC level, which was set as policy by the government enforcing NT and subsidizing it for those services to make it available to rural areas of Nepal. Till this period, more than 5-billion Rupees was already in stock of NTA behind the revenue collected on behalf of Rural Telecommunications Disbursement Fund (RTDF), 4% of operator’s income. Mean while, I saw the information on Nepalese news media about the initiation taken by Ministry of Education regarding “Connect School, Connect Community” project with the main objective to provide ICT services to communities and public schools of rural areas of Nepal targeting farmers, students, community personnel and school teachers to be more aware of ICT and focus of economic growth. Our Dy-Director’s concept was “lets propose for Rural Nepal Wi-Fi free one” utilizing the RTDF to kick-tart the project and propose for way for self sustainability. Let us analyze first which one broadband technology (ADSL, wireless Zone, WiMAX, GPRS….) would best suit for least cost better service into rural areas. We kept in mind that there is Millennium Development Goals (MDGs) and targets of WSIS (world summit on information society), those we can achieve only if Nepal addresses those rural areas by providing ICT connectivity and its services.

प्रायजसो Doctor र Engineer हरु अन्य गतिबिधि (सामाजिक कार्य, राजनीति आदि-आदि) भन्दा आफ्नै पेशालाई प्यारो ठान्दछन। यो ठिक पनि हो। यि भनेका Sensitive Profession भाको हुनाले आफ्नो पेशा प्रति बढिनै उत्तरदाई हुनु पर्दछ। तथापि केहि प्रोफेसनलहरुले राजनिति नगरेको भने हैन। कोहि खुलेर गर्छन त कोहि लुकेर गर्छन। राजनिति गर्न भने छाड्दैनन। अप्ठेरो छ, राजनितिक Affiliation भएन भने सायद प्रोफेसनललाई पनि बांच्न भने तेति सजिलो छैन नेपालमा।

मैले राजश्व छलेकै हो त दसैं-२०७० मा?

हाम्रो देशको दुर्गति! कुनै पनि सिस्टम, संस्था वा व्यक्ति कन्ट्रोल भन्दा वाहिर हुनु र भ्रष्टाचारको चुङ्गुलमा फस्नुको मुख्य कारण हो प्रविधिलाई वेवास्ता गर्नाले। प्रविधिको प्रयोग तव हुन्छ जव भ्रष्टाचार निर्मुल गर्नु छ, काम चांडो र छिटो-छरितो गराउनु छ, मावन, रुपैंया र सामानको उचित व्यवस्थापन गर्नु छ, समयमै व्यवस्थित तरिकाले राजश्व उठाउनु वा अशूलउपर गर्नु छ अर्थात एकै वाक्यमा भन्दा “कुनै पनि असम्भव प्राय लाई सम्भव गराउनु छ”

अलि अनौठो पाराको मान्छे जस्तो लाग्छ म आफुलाई। मलाई वाहिरी रमझमा तेति इन्ट्रेष्ट छैन। परिवारका सदस्य संग, साथी-भाई संगि संग खेल्न, डुल्न, भेटघाट गर्न पनि खासै इन्ट्रेष्ट हुदैन मलाई। तर सवै म जस्तै हुन्नन। भरखरै मात्र श्रिमतिलाई साथ दिएको प्रमाण सोरुप “बेसरम” भन्ने हिन्दि फिल्म हेर्ने मौका पाएकै हो। फिल्मको कथा-बस्तु, ईन्टरटेन्मेन्ट भन्दा पनि Animation कसरि गरेको छ? नृत्यमा लगाईयका कपडाहरुको कलर कम्बिनेसन कसरि गरेको छ?, द्वन्द व्यवस्थापन कसरि गरेको छ? के के चिज सम्भव देखाईएका छन र के के असम्भव देखाईएका छन? आदि आदि…बस मेरो ध्यान तेतातिर बढि रहन्छ। सहायद विज्ञान विषय पढेको र कम्प्युटर ईन्जिनियर भएर हो कि वा बुढो भएर हो थाहा छैन।

प्रशङ्ग हो मेरो दसैं सपिङ्ग-२०७० को। सवैलाई थाहा भएकै कुरा हो दसैंको वेलामा न्यूरोड-असन वजारको स्थिति के हुन्छ भनेर। आमा-वुवा वाहेक सवै थोक प्राप्त गर्न सकिन्छ त्यहां। ५ फुट लम्वा-चौडाको कोठा भए काफि हुन्छ चस्मा, घडि, भित्रि कपडा लगायत धेरैखाले व्यापार गर्न सकिन्छ न्यूरोड-असनमा। जागिर खाईएकै छ।हुनत तलव भन्न नहुने कुरा हो तैपनि भन्दा केहि फरक पर्दैन, बिहे भैसक्यो र दाल-भात खान पुगेकै छ।  सञ्चाय कोष, नागरिक लगानि कोष, राजश्व तिरिसकेपछि ठ्याक्कै पन्द्रहजार स्यालरी वैंकमा जान्छ।तिमाथि दसैंभत्ता पनि त छनि सरकारी तनाखामा। आज लाग्यो यहि न्यूरोड-असन वजार छिचल्नु पर्छ, धेरै चिजपो किन्नु छ त। दसैंको लागि भनेर साटेको खुजुरा पैसा श्रीमतिको व्यागमा छ ५,१०,२०,५० र १०० को गरि जम्मा जम्मि बिस हजार (आखिर गृह मन्त्रिन परिन)। तर सुरक्षा खतरा, अघिल्लो पटक ईन्द्रचोकबाट यिनै श्रिमतिको व्यागवाट कतिखेर मोबाईल झ्याप भयो पत्तै भएन। मेरो धेरै जसो ध्यानत त्यहि व्यागमै रयो अनि आफ्नो iPhone मा पनि। सालोले बिदेशवाट गिफट् पठाको iPhone झ्याप भयो भने बर्वाद आंफैले किन्ने त आंटै छैन। अनि दोस्रो प्रायोरिटिमा मेरो ध्यान गयो ति व्यापरी र हामि जस्तै कस्टोमरमा। मनाङमा स्याउ टिपेझैं गरेका छन गाठें व्यापरिले पैसा त न्यूरोड-असनमा। दहि-लस्सि पसल, कपडा पसल, चश्मा पशल, घडि पसल, सुन पसल आदि आदि आदि हेर्दै जानुस कुनै पनि पसलेलाई रुपैंया पट्याउन समय छैन। अरबौं नाफामुलक टलिकमले मोबाईलमा पहिलो कलमा नसुनियर दोस्रो कल अनि दोस्रोमा पनि आवाज राम्रो नआएर तेस्रोकलमा अलि-अलि कुरा-कानि हुंदा सवै कलको (low quality) पैसा झ्याम पारे जस्तै लाग्यो यहां। प्राय लत्ता-कपडा देखि धेरै सामान खासाका छन (देशै प्यारासाईट अनि प्यारालाईज भाको छ यस्तै हो)।२-३ महिना प्रयोग गर्ने अनि फेरि आउने बजार तिर।

Impressive 25 man made wonders of this world

I am really impressed with the following man made wonders of this world. Impossible is possible. The wonder images and captions were just copied form CNN link.

The Aqueduct, one of the Iberian Peninsula's best preserved ancient monuments, features 44 double arches (or 88 when counted individually) and 79 single arches -- a total of 167.  It was built during the reign of Roman Emperor Trajan and is still in use today, carrying water from the Frío river to the town of Segovia. The bridge, which consists of 24,000 granite blocks, was constructed without the use of mortar and each of its 167 arches is more than nine meters high. Completion date: AD 50.

The Burj Khalifa has a height of 828 meters and is both the tallest building in the world and the tallest free-standing structure in the world. Engineers faced multiple challenges, including the strong winds that batter the tower. Because of this, over 40 wind tunnel tests were conducted, not just to determine how the wind would affect the building but also to test the cranes used to construct it. Completion date: January 4, 2010.

Make your FreeBSD Machine an IPv6-only Router

This article provides you necessary step-by-step information to make a computer a Router with the following assumption. A complete unicast and multicast router will have been setup over a machine phase wise in which
1.    The Virtual Machine has at least 128M RAM, two network cards (network interfaces), 10GB HDD and CD/DVD.
2.      Lets create such machine over a VM ware platform in to your existing HOST Operating system (Windows/Linux OS)
3.    Make sure that you have installed VMware Server/VMware Workstation/or Oracle VM virtual box.
4.    I am using Oracle VM virtual box (light weight package than VMware Server/Workstation).
5.    FreeBSD 6.2 ISO images are used for the installation. A latest FreeBSD you can install however my objective is to make you understandable in a CORE level about how routing works in kernel level. Latest OS might have almost concepts already integrated into the system.
6.     The router host name is “BSD-Routerv6”
7.    The router’s UP interface (may be em0) has set the IPv6 address : 2001:d30:101::ROLLNO and down interface (may be em1) has the IPv6 address : 2001:d30:111::ROLLNO. The IPv6 address chosen here is not an authorized IPv6 address. Dont set this IP at your real IPv6 network via your Virtual Machine. It is just for testing and experimental routing purpose.
8.    Almost steps are explained in text to avoid image which consumes more memory.

Shocking changes within the recent half decade

(This is Just a Travel blog, SIMJUNG-JHYANWA-BHACHCHEK-GORKHA)


It took almost Ten hours walking to my home at simjung, bhachchek from gorkha district head-quarter. Because there was no optional way going home without except by foot and no any rough road going into it. From district head quarter to daraudi river, it takes almost Three hours and walking through the river side to north zone towards the nearby of famous place “BARPAK” took almost FIVE hours and stepping up from the DARAUDI river bank to reach my village took almost TWO hours. Around the year 1995 to 2003, during this period, I completed my intermediate in science and bachelor degree in computer engineering, I always took the step going home walking via pokharithok, nareshwor, nibel phat, bhalu-swara, argul, finamtar, chanaute, jhyallaphat, muchhowktar to jhyanwa, SIMJUNG, once a year. The east, west, north and south areas of this village are BARPAK/SAURPANI, BHACHCHEK/KUSUNDE, GHYACHCHOK/TIBET, and MUCHCHOK/JHYALLA respectively.

It has been almost six years since I am making my visit abroad and different areas of Nepal, however I didn’t have time to go back to my birth places. It was not my periodic visit. But I feel the necessity of periodic visit to this place twice a year. Recently the government increases the transportation price by 9%, which directly affected to low income people of rural places those who are especially dependent on agriculture.   Daily, the bus directly goes to BALUWA (near barpak and jhyanwa) and also to the city oriented place BHACHCHEK costing 525 rupees per person. The bus route to north and west areas of Gorkha simply bypass the district head quarter. Typical HYD Training, Feels Really Different

Arrived safely at Rajeev Gandhi Int’l Airport, HYD by Jet Airways via Mumbai, well received by the host, twin bed sharable room, well cleaned, solar fitted bathroom, met Vietnamese Mr. Kein around 10PM on 28th October 2012 at Regional Telecom Training Center (RTTC), Gachiboli HYD named GODAVARI Hostel. I am well satisfied with the speed of wireless at the room. The training starts at 9:30 on Monday, 29th Oct while we were seven participants under APT fellowship and other eight participants from DOT India. The training is solely about IP version 6 protocol and its basics. The syllabus covers v4 networking starting from TCP/IP introduction, v4 addressing (subnetting, supernetting), v4 and v6 header basics, comparing of v4 and v6 header with v6 features, routing concepts (static, dynamic). Practical concepts of OSPF, EIGRP routing and dual stack operation.

This coverage is very basics for me as already being a v6 literate. Especially I didn’t get anything new about IPv6 as compared with my last workshop at Thailand, However it helps me sharpen the basics of networking including basic network

Vientiane’s ITU-BSG Program: Issues of Nepal

In my previous post, I had written about my THAI v6 training organized at TOT Academy of Thailand summarizing about the latest migration approaches in IPv6. I am now (29 oct. 2012) at Hyderabad IPv6 training conducted by BSNL (a government owned enterprise of India) under APT fellowship. I can benchmark this training only after the completion. Before this, I am reminding the ITU-BSG program organized at Lao-PLAZA hotel, Vientiane on 30-31st July, 2012.

Blog Bangkok: Updated my IPv6 Hard-Disc with latest migration approaches

However Bangkok city is well developed, peoples are still in the phase of civilization and system is still in the phase of like under-developing. “First Impression is the Last Impression”. It was amazing that the driver who drive us from subarnabhumi airport to nonthaburi (almost 40KM) hotel, charged us 700bhat plus 100 Bhat for express way charge. Me and Mr. Surya Lamichhane both were happy reaching the hotel in time and provided the taxi fare with additional 20Bhat as tips, but we paid a total amount of 280Bhat plus 100 Bhat at express charge while returning back from hotel to Subarnabhumi airport following the same route .  Only taxi meter is not trustworthy, better use bill printing system too. If somebody do overbilling then ……
Anyway, the four days Bangkok training workshop on “IPv6 Migration Strategies for Telecom Service Providers”, was really became the fruitful one for me. Thorough knowledge on migration approaches has been covered. Presentations from ISOC representatives, Japanese KDDI, Thai AIS, Alcatel Lucent and especially the remarkable presentations with demonstration of routing configuration from Philip Smith of APINIC helps me to overwrite the old hard-disc of my mind with new and the recent approaches of migration techniques.
With my thesis on 2008, I had expected that the world would have IPv6-only network only after 2030. “It is envisaged that the internet will operate Dual-STACK (co-existence of IPv4 and IPv6 both) for many years to come”.
